Plant Risk Assessments

A plant risk assessment is a documented evaluation of mobile and fixed plant, equipment and vehicles used in the workplace. It identifies hazards, assesses the level of risk, checks compliance against site requirements and recommends practical controls to reduce the chance of injury or incident.

Who Needs One?

Under Tasmanian WHS law, any PCBU (person conducting a business or undertaking) must manage risks associated with plant. This makes plant risk assessments essential for:

  • Construction, civil and mining contractors operating heavy or mobile plant

  • Transport, logistics and agricultural businesses with vehicle or machinery fleets

  • Manufacturing and industrial sites with fixed plant

  • Principal contractors verifying subcontractor plant before it's mobilised to site

  • Businesses introducing new, used or hired plant into the workplace

A current assessment supports legal compliance, protects against liability, and is often a condition of site access on construction and government projects.

How It's Completed

  1. Our inspectors physically examine the plant, checking compliance, guarding, controls and safety-critical components.

  2. You receive a full report with risk matrix, photos, non-conformances and any practical control measures required to make that machine compliant.

  3. Reassessment – Annual reassessments confirm controls remain effective as plant ages or conditions change.

TasSafe provides this service statewide, with inspectors based in Devonport, Launceston and Hobart.

Project Onboarding Inspections

A project onboarding inspection verifies that plant and equipment meets a specific worksite's requirements before it's mobilised — checking each item against the principal contractor's plant standards, site-specific WHS requirements, and relevant Australian Standards. It's the compliance step that happens before plant crosses the gate, not after.

Every site has different requirements — from documentation and permit conditions through to specific guarding, signage, fire suppression or GPS/proximity systems. We inspect plant against these exact requirements, flag any non-conformances, and issue clear notification of what needs to be resolved before the item is approved for use on site.

  • Subcontractors required to demonstrate plant compliance before mobilising to a principal contractor's site

  • Principal contractors and project managers needing independent verification that incoming plant meets project and site-specific standards

How It's Completed

  1. Requirement Mapping – We confirm the specific site or principal contractor checklist, permit conditions and compliance criteria that apply to the project.

  2. Inspection – Each plant item is physically checked against those requirements, alongside general mechanical and safety condition.

  3. Non-Conformance Identification – Any gaps against the site's specific requirements are recorded and rated for priority.

  4. Notification – You and the principal contractor receive clear notice of any items requiring resolution before approval.

  5. Sign-Off – Once corrective action is confirmed, the item is cleared for site entry.

Annual Compliance Inspections

An annual compliance inspection is a scheduled 12-month review of a plant item's original Plant Risk Assessment or Project Onboarding Inspection. Rather than starting from scratch, we revisit the findings on file, confirm previous hazard controls are still effective, check for any modifications that may have changed the risk profile, and identify any new non-conformances that have developed with age or use.

It's the ongoing half of compliance — the check that confirms a pass on day one still holds true twelve months later.

  • Sites and principal contractors with legislation or contract terms requiring annual reassessment of plant already in service

How It's Completed

  1. File Review – We pull the original Plant Risk Assessment or Onboarding Inspection to establish the baseline of controls and prior findings.

  2. Verification – Each control identified in the original assessment is checked to confirm it's still in place and effective.

  3. Change Detection – The plant is inspected for modifications, wear, or repairs that may have altered its risk profile since the last assessment.

  4. Non-Conformance Identification – Any new issues are recorded and rated using the same risk matrix as the original assessment, for direct comparison.

  5. Reporting – You receive an updated report referencing the prior assessment, confirming what remains compliant and flagging anything requiring action.
